You can study in Germany without IELTS if your university accepts another proof of English, such as an English-medium (MOI) certificate from your previous degree or a test like Duolingo, or if you study in German. But admission is only half the story: the German Missions in India have their own rules for the visa, and they are stricter.
This guide is for Kerala students planning a Masters or Bachelors in Germany for 2027 who want to skip IELTS or already have another test. It explains how universities treat MOI and Duolingo, what the German visa file needs, which tests are safest, and how German-taught programmes work.
1.Can you study in Germany without IELTS?
IELTS is not a German government requirement in itself. What is required is proof that you can study in the language of instruction. For English-taught degrees, IELTS is simply the most widely accepted way to prove it.
So "without IELTS" really means one of three routes: an MOI certificate accepted by the university, an alternative test such as TOEFL, Cambridge or Duolingo, or a German-taught programme with a German certificate.
2.Admission and visa: the two language checks
Your language proof is checked twice, by two different bodies:
- The university decides admission. Each programme sets its own English requirement and decides which proofs to accept.
- The German Missions in India decide the visa. Their student visa checklist asks for proof of language skills in the language of instruction where this is not confirmed by the university in the admission notification.
The second rule is the one that catches students. The Missions' checklist says only certificates approved by the German government are accepted — it names Goethe-Institut / Max Mueller Bhavan, ÖSD, IELTS, TOEFL and Cambridge Assessment English — and states plainly: do not provide exemption letters or Language of Instruction Certificates, and certificates based on online exams are not accepted.
In practice: if you were admitted on an MOI certificate or Duolingo, make sure your admission letter itself confirms that your English meets the programme requirement. If it does not, you will need a recognised test for the visa anyway.
3.Using an MOI certificate for German universities
The University of Bayreuth puts it directly: recognition of English-taught qualifications varies between degree programmes, and studying in English does not automatically exempt applicants from providing a recognised language certificate. Many universities take the same approach.
If your shortlist accepts MOI, get the certificate on your college or university letterhead, stating that the entire programme was taught and examined in English, signed by the registrar or principal. Then confirm two things with the programme coordinator before you apply: that MOI is accepted for your specific course, and that the admission letter will state your English is sufficient.
4.Is Duolingo accepted in Germany?
Duolingo is quick, cheaper than IELTS and taken from home, which makes it attractive. But that home-based format is exactly why it is limited in Germany. The University of Bayreuth, for example, accepts some online editions of other tests but explicitly not Duolingo.
Use Duolingo only if every university on your list accepts it and your admission letter will confirm your English level. Otherwise, a centre-based IELTS or TOEFL avoids problems at the visa stage. If you are preparing for Duolingo anyway, our Duolingo English Test coaching covers the format.
5.Other English tests: TOEFL, PTE and Cambridge
If you want to avoid IELTS specifically, other centre-based tests are often accepted:
- TOEFL iBT: widely accepted by German universities and named in the German Missions' list.
- Cambridge English (C1 Advanced and others): accepted by many universities and named in the Missions' list.
- PTE Academic: accepted by a number of German universities for admission, but it is not named in the German Missions' list of approved certificates. If you use PTE, make sure your admission letter confirms your English.
Most English-taught Masters programmes ask for at least CEFR B2, often IELTS 6.5 or equivalent; some ask for C1. Check the exact score for each programme. For a side-by-side view of the three most common tests, read our IELTS vs PTE vs Duolingo comparison.
6.Studying in German instead: TestDaF, DSH and Goethe
German-taught programmes open far more courses at public universities, and they make part-time work and later jobs easier. The trade-off is time: most Kerala students need many months of steady study to move from A1 to B1, and longer to reach C1.
Even on English-taught degrees, basic German helps. Some universities require A1 German at admission or within the first year — RPTU Kaiserslautern-Landau, for example, asks international Master's students to pass an A1 exam within their first year. Cokonet runs German classes from A1 to B2 in Trivandrum, Kochi and online, with Goethe exam preparation.
7.A step-by-step plan for 2027 intakes
- Shortlist first: list every programme and note exactly which English proofs each accepts.
- Decide your proof: MOI if all accept it, otherwise one centre-based test (IELTS, TOEFL or Cambridge) that covers every programme and the visa.
- Start APS early: the APS certificate is mandatory for most Indian applicants and is often the slowest step.
- Check the admission letter: make sure it confirms your language level if you are not submitting a recognised certificate.
- Fund the blocked account: €11,904 for the first year, with withdrawals capped at €992 a month.
- Book the visa appointment: the national visa fee is €75, payable in INR.

8.Mistakes that lead to refusals
- Submitting an MOI letter to the visa section: the German Missions in India say they do not accept Language of Instruction Certificates.
- Relying on an online test for the visa: certificates based on online exams are not accepted by the Missions.
- Assuming one university's rule applies to all: English requirements are set programme by programme.
- Ignoring German entirely: a little German helps with daily life, part-time work and some admission conditions.
- Leaving the English test too late: a score that arrives after the application deadline costs you an intake.
If funding is part of the worry, our guide to education loans without collateral explains how Kerala families fund the blocked account.

11.Frequently asked questions
Can I study in Germany without IELTS?
Yes, for programmes that accept an MOI certificate or another test, or for German-taught degrees. The visa still needs your language level confirmed in the admission letter or by a recognised certificate.
Is an MOI certificate accepted for a German student visa?
Not on its own. The German Missions in India say they do not accept Language of Instruction Certificates; your admission letter should confirm your English level instead.
Do German universities accept Duolingo?
Some do. Duolingo says more than 50 programmes in Germany accept it, but many public universities do not.
Is Duolingo accepted for the German student visa?
The German Missions in India do not accept certificates based on online exams, so rely on the admission letter confirming your English or use a centre-based test.
Which English tests do the German Missions in India accept?
Their checklist names IELTS, TOEFL and Cambridge Assessment English for English, and Goethe-Institut, ÖSD, TestDaF and DSH for German.
Is PTE accepted in Germany?
Many universities accept PTE Academic for admission, but it is not named in the German Missions' list, so make sure your admission letter confirms your English.
What IELTS score do German universities ask for?
Most English-taught Masters programmes ask for at least B2, commonly IELTS 6.5 or equivalent; some ask for C1.
What German level do I need for a German-taught degree?
Usually C1, such as TestDaF level 4 in all parts or DSH-2; some universities accept Goethe or telc C1.
How much is the blocked account for Germany?
€11,904 for the first year, with a maximum withdrawal of €992 per month.
